Engine room monitoring system is an very importment system which is used to The monitoring and controlling system is an important system in marine engine room, it's used to monitor the running condition of the important devices and parameter of the safety. Besides, it also has played a special part in reminding the workers on duty or the managers with the hearing and seeing, and making a decision in time as to the equipment management to ensure the safety of devices and staff. The monitoring and controlling system has always been a typical subject to study. With the rapid increase of the ship tons in the world, the special environment of the water transport has made safety, energy conservation, and environmental protection become the goal of the shipping industrial technology. The technology of monitoring and controlling system has played an important part in safety and energy conservation. At present, almost all of the high level monitoring and controlling system has been monopolized by foreign corporations, even though many Chinese companies and study institutions are also engaged in the development of the monitoring system products, the practical aspect is still far behind compared with the foreign countries. Therefore, it has a practical meaning to study the technology of monitoring system.Based on the research for the monitoring and controlling system in "Yukun" vessel from Dalian Maritime University and the relative products from Norwegian corporation Kongsberg, taking advantage of the experience from the project taken in the automatization engine room laboratory of one higher vocational colleges, this paper gives a description of the design and development process of a 600 tons fishery inspection ship. Main contents:the design of system network structures, model selection of the devices, the design of some hardware, drawing sheet, (including the theory sheet and the wiring sheet for constructions) and so on. Siemens S7-300 is taken as the main controlling model and STEP7 is used to develop the PLC process of upper monitors. The upper monitors have a complete function HMI and have made it a success to give a voice warning through the script process. At the same time, this paper also describes what ideas and key points on developing the monitoring system of this kind of little tons ship are using the PLC.The developed system with the intact functions of monitoring and controlling can meet the related requires, and has a practical meaning, so it can be used in the actual ship. The study and design of this system will give a sample to the design of other monitoring systems later, and the study of many relative technologies can be done on the basis of it.
