A streaming-media, mobile phone, is an approach for real-time data transfer and communication. It is an application of mobile network realized by flow-media technique through the hand-hold terminals. Its typical applications include mobile games, mobile video program selection, mobile video chatting, and mobile singing, etc. With great improving of the value-added business in the aspects of technical basis and transferring velocity, the flow-media becomes available in the mobile networks, and is a new pet in the value-added business of wireless communication.As a novel dominant video communication method, the video communication is much concerned already in the communication area at present. The emerging third generation 3G mobile communication can provide not only all kinds of current mobile phone business, but also the business of high broad-band video with velocity. It supports the services of high quality tone, grouping data, and real-time video transportation. Information in the video signals cannot be described by other kinds of signals, such as text, audios, and even still images. Meanwhile, the wireless communication gets rid of the bondage from the previous wire communication, and become an important means for free communication. Therefore, the digital video signal is one of the key techniques for realizing the dream of future communications through the effective transportation via the wireless channel. However, the wireless communication has the shortages of error often, time delay, and limited broad because of the requirement of large amount of data flow, and high true-false ratio for the video signal. Thus the ratio in wireless channel is much larger than that of the wire environment. Furthermore, it has large variations with the changes of positions and directions of basement and terminals. Therefore, the wireless video systems face to many problems in practice. Super-low code ratio oriented H.264 criteria is one of mature criteria for solving the problems of high compressing efficiency and strong error-pass ability in the channels.
