With the rapid development of information technology, more and more Expressway Company aware that the traditional assessment approach in personnel management, not only caused wasting in human resources and paper supplies, and increased the probability of error in calculation and statistics, which making more difficulty of Human Resource Management. Many companies have realized that the performance management, which mainly determines the fate of a company is becoming the more important point for Human Resource development and management. Therefore, only if we establish a suit of Performance Assessment System(PAS) with the help of network information, the modernization of Enterprise Management will be carried on reasonably and effectively. In order to adapt to the needs of the times, to improve the fairness and to enhance the transparency in assessment, Expressway Company needs to establish a computerized PAS to improve work efficiency urgently.This paper, what based the theory on highway performance assessment and information management systems of human resources, combined with the actual needs, is developed under an advanced Microsoft .NET platform. Front-end, using ASP.NET web interface design; back-end database, using SQL SERVER 2000 technology to do a deep research on highway employee performance assessment issue, to design a set of PAS for highway company personnel. And after system analysis, platform architecture, database design, system design, and functional modular design to develop a full support of PAS in highway business.In the database design, the permissions to users, which base on their responsibilities could be distributed flexibly, to ensure the system operation safety and reliability. The highway system in practical application of the company shows that the study results saved manpower, material and time, avoided human error statistics maximally, simplified workflow, and improved work efficiency. The results can be obtained for other highway performance management system for reference.
