In recent years,with the advancement of social culture,the strategic goal of building a learning society and cultural power,the concept and practice of providing citizens with life-long education services has become a hot topic in the promotion of social and cultural development and research on public cultural services and construction.It has attracted widespread attention from all walks of life.When the social development enters the age of lifelong learning,the public library,as a public cultural service organization with social education functions,should become a "university for social citizens to receive lifelong education services due to its equality,openness,and rich knowledge and information storage".Based on this,this research starts from the perspective of public libraries and studies the construction of a life-long education service system provided by public libraries in our country to the public.Under the background of the new social and cultural development,the research point is that the lifelong education of citizens has become an important requirement for the overall development of individuals.It focuses on the analysis from the three perspectives of the needs of social and cultural development,the protection of citizens' cultural rights and the realization of the library's social education function The importance and necessity of public libraries to provide life-long education services to the public.Through combing the relevant literature of public lifelong education for the public in public libraries,we can understand the relevant research status and determine the theoretical basis and research framework of this research.The theoretical basis includes public administration,education,library science theory,and system science.At the same time,the Internet survey method was used to conduct in-depth understanding of the life-long education service status of foreign New York Public Libraries,Los Angeles Public Libraries and London Public Libraries,and found that foreign public libraries have relatively mature service experience in developing public lifelong education services and operating mechanism.On this basis,the author conducted interviews and surveys with 14 public libraries in my country from the three aspects of management status,service status and future planning,and learned about the status quo of lifelong education services provided by public libraries in my country to the public,and adopted grounded theoretical research.Methods Nvivo 11 plus qualitative analysis software was used to perform three-level coding processing on the interview text,and finally 109 initial concepts,21 categories and 9 main categories were obtained.The research comprehensively analyzes the external performance and internal relationship of the lifelong education service system of public libraries from the five dimensions of service subject,service content,service method,service object and guarantee mechanism,and extracts four types of cause and effect,performance,adjustment and intermediary.relationship.Finally,around the 5 dimensions and 9 main categories of the service system,based on the service experience of foreign public libraries in carrying out lifelong education for the public,The suggestions for the operation of the lifelong education service system of public libraries in my country are as follows: service The main body unites and cooperates to clarify the roles and functions of different subjects,divide service objects according to age to meet the individual needs of specific groups,innovate service methods and content to create characteristic services and brands,and consolidate the construction of guarantee mechanisms to optimize management methods and resources.
