Along with the wide spread application of radiated source in the domains of industry, agriculture, medicine, resources, environment, military and so on. The application of radiated source have do a lot contribute to develop country economy and ensure people's health for several decades. But the supervise and management the radiated resource of the area is usually laggard, use manual work. Once radiated resource is leaked, sequel will be terrible. Therefore, there is a strong need to establish an effective radiated sources on-line monitoring system to strengthen the supervise and managment of the radiated resource. It straightly related to the safety of our country and society stabilization.The study based on the analysis of use and characteristic of radiated resource in differ field, also take care of fact application, to proposal the system need, then apply the technology WebGIS in the radiated sources on-line monitoring system. Through the radiated sources on-line monitoring system, the environmental protection departments can realize radiated sources information supervise, long-distance orientation, on-line monitoring and auto-alarm, so that make effective on-line supervise and management come ture. The main research are listed as follow:(1) Firstly, introduce the development, characteristic, research status and the great application prospect of WebGIS. Then analyze the system framework, the design idea of WebGIS. After analyzing and comparing several representational flat of WebGIS in developed countries and China, the paper selects ArcIMS9.0 as the development flat of the system. So that the readers could have a whole understanding of the system's constructing.(2) Considering the demand of the system, fix on the hardware and software circumstance such as server, operating system, database and map server. Then introduce the short message equipment, which transfer the collected datas and alarm information, and GPS orientation/ navigation equipment for vehicle.(3) According to the characteristic of radiated resource, the system general design project is based on B/S pattern .The radiated sources on-line monitoring system is make up of three parts, including data collection system, prepositive communicate system, and software operation system. The data collection system collects the data from the places that have radiated resource, and then send the data on short message or other method. The prepositive communicate system receive the data from the data collection system. The software operation system synchronization the data of prepositive communicate system, then deal with these datas. Next, analyse requirement and design project of the three systems.(4) The software operation system is is make up of five subsystems, including one resource-one file subsystem, on-line declare, examine, approve and issue subsystem, execute the law manage subsystem, alarm subsystem and center information show subsystem. Through the five subsystems to do the on-line monitoring and effective management of radiated resource.(5) finally ,using technology such as J2EE,ArcIMS,ORACLE, realize the WebGIS-based radiated sources on-line monitoring system.
