The development of internet and web technology gives GIS technology more opportunities and challenges, and makes WebGIS technology into the forefront of GIS. But the WebGIS applications with HTML pages as its user interface have poor data processing capacity on client. Its graphical display and interactive function capacity also is weak. In order to improve the user experience, RIA (Rich Internet Application) technology was emerged. Using this can provide better-looking interface and stronger user experience. By combining the strengths of RIA and WebGIS technology, a module based on the ATM monitoring system can be developed, which can provide a more intuitive and more concise way in equipment monitoring.Flex is one of the most popular RIA technology. Flex and ArcGIS is chosen to develop the equipment monitoring module. A solution of integration of Flex and J2EE and its design is given by analyzing the characteristics of Flex applications and J2EE applications. With this solution, the original system's resources can be used by the equipment monitoring module which is relatively independent and easy to be maintained. The realization of ATM monitoring system is described and then the implementation of equipment monitoring module is described by the research of ArcGIS API for Flex. The functions of this module include map browsing and operations, information query and display, data analysis and statistics.Using the module based on WebGIS application, the users can know the location of the equipment and its current state more intuitively, and use the GIS data analysis function more easily which provides basis for their decision making.
