With the rapid development of our economy, taxis as a sort of convenient vehicle have stepped into people's life increasingly. At the same time, the problem of transportation is more and more serious and becomes the primary problem of affecting the development of many cities. Aiming at this problem, we design the WebGIS-based GPS vehicle monitor and attemper system.This system i s a software and hardware system with GPS (global positioning system), WebGIS (network geographical information system), and GSM. It broke through the functional restriction in the traditional network system, integrated the WebGIS technique with SMS seamlessly, and realized working in network. The B/S three-tier mode which combines GIS with WWW is adopted in the system, the mutable information such as the vector data and so on are managed on the database sever, which is convenient for the update and maintenance of the geographical information, the basic and global disposal is executed on the application sever, however, the simple operation of a small quantity of data can be directly processed by the custom ActiveX control on the browser end. The information in the network is pivotal vector data, which distilled in the MapX control on the server end, so the data amount is small. It effectively minished the data transmission amount and it can browse and display the great capacity of map quickly. In the other hand, the browser end doesn't need expensive and special GIS software, so reduce the cost of the system and save the cost of maintenance.The system successfully achieved a series of functions of selective loading of the map, browsing, movement, the pointing zoom and selective zoom, display and refreshing of the whole map, dynamic positioning of the vehicle, replaying o f the track, real-time supervising and tracking, multi-point measuring distance, hook-eyed navigation, analyzing the topography and physiognomy around, querying the optimized path and querying all kinds of organization at range of appointed and etc. Furthermore, the realized system also can easily integrate with other information services of Web seamlessly so that set up flexible GIS applications.
