Most monitor systems applied to highway administration install the cameras at fixed points and make the signals transmitted by cable and wires. By this way, the systems can cover majority of the most important positions such as toll-gate squares, toll-booths, overpasses and the tunnel faces. That is convenient for supervision and security management but still not flexible enough to cover the scenes of accidents and road-works which are temporary, scattered and at random location. Wireless system can fix the problem and be a complement. By setting a camera on the patrol-car and transmitting the packed digital signals through the CDMA1X network, we can collect, analyze and store the video data of any place freely at real time. It costs little to build and maintain, also has a good reliability and very suitable for countryside or remote place. For all above reasons, it could be the best solution at the present time.This paper has deeply analyzed the present condition of monitored control systems used on highway at first, and then has studied the fundamental principles and the key techniques of the wireless system such as the CDMA (Code Division Multiple Access) communications, H.264 standard of video compression coding. After that, the wireless remote video monitor system is introduced in detail from design to actualization, including the logical and physical structure design.
