OGBP (OGBP: Open General Bank Project) is open to the community, it is edited and managed questions by non-specialized staff; questions are suitable for the common structure which stores a lot of information of many types of questions, the subjects are with the performance of multi-media forms and suitable for the use of multi-disciplinary. In the item bank construction, the quality assessment of the subject is the core and the difficulty. Open procedure higher, the more strengthen of the quality assessment topic is needed. Only long-term, objective, dynamic quality assessment of the subject will promote the continuous development of questions.In the background of this, for the lack of fuzzy comprehensive quality assessment of the subjective questions, this paper proposes the excellent evaluation method of the subject quality, which is based on extension theory; studies the subject information storage approaches which are not limited to the subjects, with multi-disciplinary; develops the operating examination environment software, the subject examination aided design software, and so on. Research is mainly reflected in: (1) base on extension theory, gives extension principle, processes and formal methods of quantitative quality assessment of the subject. First of all paper starts from the definition of the subject matter-element model and features, according to the degree of difficulty and the degree to distinguish between the two features, designs the quality evaluation formula of the subject, in accordance with the different requirements of the normal reference test and the standard reference test, designs the corresponding parameters, achieves a quantitative evaluation of the questions quality, moreover the before and after optimization of the test results are compared ,it proves that the effectiveness and feasibility of the formula of the quality assessment of subject; (2) in connection with automatic correcting issues of computer operation subjects, analyzes reconstruction of the topic information and the general form of storage, with the realization of the core database tables OGBP structure which is not limited to subjects and for more questions; (3) for practical applications, develops a application system of OGBP database: computer skills assessment system and subject aided design system, the first provides the computer testing environment and the function of automatic assessment marking, the latter achieves the function of computer-aided design for the EXCEL operation questions; (4) points out the problems in the OGBP development process and future direction.With the further development and the popularization of the network technology and database technology, OGBP technology will be more and more widely used, with a lot of great social benefits.
