Land is the non-renewable source which is indispensable to human existence. With rapid development of society and economics, the speeding process of urbanization and industrialization, many of agricultural land has been occupied by non-agricultural land. In our country the facts that the cultivated land is reducing, the forest land is withering, the land is degenerating and that the ecology is worsening, need the Departments of Land Resources to timely and accurately master the changing pattern of farmlands in towns and in the countryside, to provide the foundation for making the policy about the sustained development of agriculture and the protection of the farmlands.There are some defects of traditional method of surveying land. For example, it is very difficult to obtain the boundary correctly, mapping is very hard and needs long time, and man's operation is at random and so on. In view of these, in the paper, to mainly study the present situation of land use changing investigation as specific subjects; to develop a simple, fast, easy-to-use land change survey data acquisition system based on GPS and GIS technology as the target, to deeply research the application of RTK and embedded geographic information systems in the Land Changes.The purpose of this paper is to design the land survey system used in the PDA devices on the basis of the mixture practice of GPS, embedded GIS, and software engineering technology, for the purpose of automatic data collection, survey and processing. The combination of 3S technology is the important direction of space information technology in current and to be widely applied in the management of the land. In the land-use survey , RS can provided the reliable data pool to GIS. GPS can rapidly look up the corresponding land in the database in order to realize the land--parcel and renew the date. Additionally GIS can carry out data sources provided by the system of RS for a detailed analysis of the information and application. It surveys the land from the status at home and abroad in this article, Elaborates the important practical signification that modern information technologies, composed of GPS, embedded GIS, software construction technology and wireless network technology, which have been applied in the land management, analyzes the technologic methods and solutions. And then the paper analyses the realization of the system design and function of the model. In the end, this article does experiments to test the system, sums up the system, puts inadequate for the future research work.
