With the continuous warming up of national infrastructure projects and real estate undertakings,while the national economy is developing rapidly,it also brings great challenges to China's land planning,utilization and development of land resources.The requirements for land and arable land in the National New Urbanization Plan(2014-2020)issued by the CPC Central Committee and the State Council and the Notice on Strengthening Control and Implementing the Strictest Arable Land Protection System issued by the Ministry of Land and Resources in 2014 reveal that the scale of urban land and the supply of new construction land will be strictly limited in the future.Revitalizing the original unused,unreasonable and ineffective stock land will become the key work of land reserve.Based on the project of Land Reserve Information Management Platform in Area A as the development background,this paper deeply analyzes the problems existing in the work of Land Reserve Center in Area A.From the perspective of improving the efficiency of working data analysis,improving the accuracy of data statistics and improving the availability of data,this paper carries out requirements analysis,technical analysis,system design,implementation and testing on this platform,and finally completes the development of Land Reserve Information Management Platform in this area.Area A land reserve information management platform is based on JEECG rapid development platform,which saves the development of interface forms and puts more energy into the design and implementation of background spatial data processing interface.The implementation of spatial data processing interface is based on the SOE mode of ArcGIS for Server,and the basic functions of ArcGIS for Server are expanded by adopting the relevant interfaces of ArcObjects,so as to realize the functions that cannot or are not easy to realize in Web API.Since the basic data of the Land Reserve Center in Area A is about 1,000 to 10,000 pieces,and no heavyweight database software is required,PostgreSQL database with better support for spatial data and Spatial data engine of ArcGIS are adopted to provide better storage support for spatial data processing of the system.The land reserve information management platform in Area A mainly implements basic data management modules such as new construction land information management,existing construction land information management,and supplied land information management,as well as inquiry and statistics modules such as fund allocation statistics,supplied land statistics,non-supplied land statistics,land leasing revenue and expenditure inquiry,and land supply compensation distribution.Through the input and management of various data in the basic data management module,the information-based unified storage of historical data is realized,which is convenient for the daily inquiry work.The system platform has undergone integration test,system test,UI test and other rounds of tests.It meets the deployment requirements in the aspects of interface operation accuracy,operation friendliness,display adaptability under various resolutions and so on.At present,the platform has been deployed and has been carrying out historical data warehousing and checking.The platform will provide relatively complete land reserve statistics for the land reserve departments in Area A after the historical data are fully stored,and provide solid data support and financial calculation support for the follow-up work.At the same time,for newly-generated projects of various types,they are put into storage in strict accordance with the examination rules.Through the spatial analysis and calculation of vector graphics and the input and calculation of various funds in the process of land transfer,the flow direction of land compensation and other funds involved in each land can be accurately calculated,thus effectively avoiding the occurrence of wrong compensation and missed compensation in numerical terms.
