Computer information technologies into all walks of society, land and resources management work is no exception. How to use information technology to support grassroots land and resource management team’s day-to-day operations and dynamic inspection of work in time, well, improve the efficiency of the land and resource management as well as greatly enhance the grass-roots team rapid reaction capability, regulatory accuracy, this is the grass-roots level a new issue for land and resource management team. Progressively based on geographical information technology, regulatory information system of land and resources, we can solve this problem.This paper, Guyang County, Inner Mongolia autonomous region as an example, existing cultivated land of 2.8309 million hectares of arable land, Guyang County, 2.3932 million mu of basic farmland, woodlands 417,500 acres; mining and prospecting area of 228, geological disaster points, 62, prone to illegal exploitation of 243, the State issued a verification patch reaches up to 500. Due to the special topography, cultivated land, forest, mining, exploration and mining enterprises, residential, geological disaster hazards, and year issued patches are scattered, rural land-use database only patch was 33,157, daily workload, hundreds of km level of a normal content of inspections have become routine, and more for mountain road, dirt road.
