Along with the rapid development of the information technology, the requirement of the information for the Aimed Police Force has improved gradually. On the premise of this, the paper put forward problem named "Research and Realization of POLICE Vehicle Monitor and Control System". It based on the existing ripe technique of GPS,GIS,GSM, and keeping in mind with the practical aim of anti-hijack and anti- terrorism which we must always confront with. This paper has exploited the system which gather the function of alarming,orienting,controlling and the system without any time-delay. In the aspect of the network data transmission, the scheme is designed creatively, which utilizes GPRS mood carrying on data interchange between the vehicle and the control center. The author participated in the procedure of exploiting the systematic software, by which all functions were carried out in the system finally. The main content includes:1,According to the function desire of the anti-hijack vehicle supervising system, in term of the exploiting flow, raise the key technology which the system involved step by step and put forward the solution.2,Discuss the data-model and data-structure of the electronic map, introduce the common reference frames and reference frame transformation among them, research the realization and amelioration of map matching algorithm, realize the match between original GPS information and the electronic map.3,On the hardware requirements were analyzed and some of the equipment based on the hardware design Road.4,Accomplish the design of user interface of the system software, realize the basic function of the electronic map, including the loading of the electronic map, the position version without any delay, conducting map, searching, etc.
