Port plays an important role in international trade, logistics and distribution process. The wages of the port management groups also occupy an important role, with other companies similar to. In the wages management of the port, the main form of wages is piece rate. As the port has been more business with the existence of information systems, piece rate of complicated features such as fat, thus suitable for the design of the piece rate of port operations management system, and reuse of existing enterprise assets, has a high practical significance.SOA is a service-based model, which can on demand through the network of loosely coupled components of the coarse-grained distributed application deployment, composition and use. We can make services modeling, services analysis and services design through SOMA methods, and design the various components in accordance with SOA service model SCA component model of the standard piece-rate management system model. Therefore, the SOA-based architecture's related solutions can fully meet the port enterprise management system for the piece-rate business needs.In this paper, SOA, SOMA, SCA and other related theories and models on the basis of the work are as follows: first, the piece rate for the port management system for enterprise status, the design of enterprise application integration solutions; Second, SOMA methodology in accordance with the existing port piece rate of service management processes to identify and service the Statute, services, and thus the completion of service-based analysis and design. At the same time, according to SCA in the realization of business rules, designing rules of the piece-rate wages model. Third, by using the WID development environment, complete the piece rate system development, debugging, assembly and deployment. Fourth, analyzing the system design principles, security, high availability and so on. Finally, for the system design methodology, as well as the realization of practical significance is discussed.
