Design And Application Of Seamless E-Government's Service System

Along with the continuous development of e-government, we have "one e-Government ,website two Networks, four Databases and twelve Business- systems", a large number of landmark achievements, However there are "value system, disregard integration; value construction, disregard applications;value re-regulation, disregard service" and other inadequate, and because of the fragmented, decentralized, self-building is difficult to integrate effectively, resulting in duplication of the current e-government investment projects, facilities utilization rate is not high, low investment returns, and so on, with the posibillity to cause loss control of the capital costs, sharp incresement of administrative costs and waste of people's property, and it will cause seriouslly influence on the process and the whole application results of China's e-government construction. In such a context,it is urgent to establish a unified and orderly administrative service system fundamentally to promote inter-service cooperation and achieve the whole application integration. As a result, this article is in the target of establishing a flat management, scientific decision-making, democratic modern and efficient "service-oriented government" and make people across the border to complete the administrative integration of operations of the "seamless government" , make research and application of the Chief integrated services approach, government service platform framework as well as government portal services system.This article is on the foundation of the relevant theoretical study, based on a semantic-oriented Petri network services portfolio of dynamic algorithm,use semantic information fully in the description of the target portfolio of services, service discovery and service portfolio in the implementation to get the rational combination of program services. At the same time, it provides the semantic description of the services extended Petri network model and design a prototype system to validate the algorithm for the analysis.This paper designs service platform framework for Home Affairs based on the existed major basis library resources and important business-based system , through the data exchange platform to provide data resources, the Chief platform support services, collaborative platform, service chain management platform, and directory management platform to provide business Integrated to form a new service model for Home Affairs in order to enhance the popularity of China's electronic services and diversity.Finally,through the actual cases of buliding some province's portal system,compared all the typical open source portal technology,and make empirical research of government portal,design a gateway to the overall framework of the system,and set an analysis of the composition of typical services and departments involved.
