With the development and matured of information technology and communications technology, organizations and enterprises have applied the technologies to their daily works. In the world, governments in developed countries pay great attention to the applications of information technology in their administration and public services, so introduced the "e-government". In China, the district level government and its administrative units are the grass-roots units to provide a large portion of public services for community organizations, corporations and citizens. Thus, a service system with comprehensive services and the ability to improve its efficiency is an important part of China’s e-government at district level.This paper starts from organizing the service concepts related to those in this paper, follows a unified definition (based on Paul P. Maglio) for the current understanding of services and discusses three types of service. Then, through the analysis of the service design typically for example like bank service system and e-commerce service system, we propose a modeling method for the description of service. By combining the proposed modeling method, we develop a service system framework supporting the ability of service innovation and efficiency improving for the public services, especially successful for the district level e-governments.In the end of this paper, we verifies the validity of this framework and the modeling method through an e-government public service system project in western China, including the design, deployment, maintenance, performance evaluation. |
