Nowadays, a vehicle monitoring system is progressively applied to logistic distribution field. The system enables a company to obtain real time information (such as position and etc.) about the distribution vehicle, and then provides necessary road guidance for the vehicle to avoid traffic jam so that the distribution work can be completed on time, which enhances the efficiency of distribution at a certain level. However, the existing vehicle monitoring system is not able to provide a complete information support to decision–making in the process of logistic distribution, and also the system has some disadvantages of high telecommunication cost, poor reliability and poor visualization and thus cannot satisfy the requirements of actual logistic distribution operation. Improvement of the existing vehicle monitoring system not only helps improve distribution efficiency and reduces vehicle monitoring cost, but it also is important for improving municipal road traffic capacity and thus releasing municipal traffic pressure.This paper mainly describes Global Positioning System, 3G Mobile Communication Technology and Geographic Information System integrating with logistic distribution system to form a logistic–purpose intelligent vehicle positioning and navigating prototype system of the petrochemical product.What the paper covers are as follows:Firstly, the paper wrote the detailed of the system requirements specification from the aspects of the UML use cases, functional and non-functional requirements followed by the methodology of Software Engineering.Secondly, according to the system's actual business process and application environment, this paper briefly introduced some key technologies involved in developing the system. Form the technological point of view, in order to improve the system's extensibility and maintainability, the system is based on .NET platform, Oracle database and B/S architecture.Thirdly, modular design concept was adapted in the system design process, by dividing the system into many functional modules, paper extracted out the system's main functional modules. In the phase of system implementation, by using the integrated development tool Visual Studio 2005, and adopted PowerDesigner12 for Database Modeling & Design, which improved the system developing efficiency greatly. Before put the system into use, testing the system's performance by test tool Load Runner, which ensured the system's Robustness. We chose Windows Server 2003 as server-side operating system and running environment is IIS6.0 which protected the stability of the system.The research on the system not only realizes the basic function of the petrochemical product vehicle monitoring system for logistic distribution, but it also perfects the functions of the petrochemical product vehicle monitoring system by introducing the technologies such as GIS , GPS and etc. Along with the further development and application of the system, logistic distribution cost will be largely decreased and distribution vehicle's running efficiency greatly increased and thus bringing good economic benefit and social effect.
