With the development of computer science and network technology, government agencies have gradually adopted a new working system---Office Automation (OA) in place of the traditional low-efficient manual one. In answering the call for e-service and paperless office work, a professional administrative system is designed and developed based on the unique working style of the agencies in fiber quality inspections, which combines administration and technology, to meet the requirement of China's General Administration of Quality Supervision, Inspection and Quarantine(AQSIQ).The paper proposes a design based on the SOA framework and WEB middleware for the administrative system. The rationale behind the design and the actual implementation will be discussed and the technical structure and model will be highlighted and analyzed in detail. The new system integrates work-flow technology to control and monitor the work process, which helps to realize visual administration on work process. Further more, we propose to use the Smart Client to solve the problem of data synchronization that occurs in real-life application. The new method is able to handle the resulting conflicts that arise during the synchronization of asynchronous data.The research finding is able to solve the problems of traditional office work system and help to improve work efficiency. The system is acknowledged and proposed by AQSIQ to be implemented nationwide. The successful implementation of this system will form a base for future research and development.
