Along with the ever-expanding population base, the economy and the rapid development of society, the traditional population management information system has been unable to meet the rapid development of the information society needs. For scientific and efficient management of population data for the all of the people, we need to provide accurate and detailed population information services and a comprehensive and efficient information management system for the population information.Combined with the Hunan provincial population information management system construction process, the thesis discussed the J2EE-based population information management system related to technology and its relations. In view of the several major problems involved in the system construction, the corresponding solution. Integration in the business, taking full accounts of the comprehensive utilization of existing information systems. The population information management system is composed of three parts: a external inquiry service subsystem, public security application subsystem and system management subsystem.It expatiates the implementation and thought of the system, settled the complex problem of population management, and the repetition problem of existing system; In the data integration, the thesis design a data storage program based on ORACLE databases and standards in line with the Ministry of Public Security issued criterion, the district, sub-table, index and other methods are used to optimize the population data query and update performance, and actual operation of a better form of mass data management optimization methods; Finally, in information security, it puts forward one types of system security software and hardware implementation combining new idea. The use of GAP Net isolation gate technology to isolate both inside and outside the Net, and the XML data exchange technology in this idead fully guarantee the population information system for citizens to protect the privacy of data.The system designed in this thesis has been adopted in the population information management system of Hunan Province, the results show that the system architecture design is reasonable, function is consummate, system has a certain degree of technical advantage and scalability;In data storage design, system performance is greatly optimized, After useing the software-hardware design thought, the system is running six months, without any data leakage or the situation of the illegal invasion. The expert assessment of the Ministry of Public Security of the computer evaluated that this sytem had reached the C2 level of security level. This system has corking protected the population information data security.
