The workflow technology is a core technology that it can realize the business process' modeling, business process' simulation analysis, business process' optimization, business process' management and integration of enterprises, and finally make enterprises achieve the business process' automation. With the popularity of computer and the spread of network, the information resource of the modern enterprises appears more and more isomerous, distributed and loose-coupling, and the existing workflow technology and products more or less have some disadvantages. The workflow management system based on Service-Orineted Architecture in this dissertation not only considers the distributed application requirements among enterprises but also considers the reusability, workability, platform-independent characteristics and expandability of the workflow management system, which has the important theoretical value and practical significance.The system adopts Structured System Analysis and Design Method, advanced Object-Oriented Analysis and Design theory and the most recent theories of reusable software theory. The data bus is described by eXtensible Markup Language technology, and the system is developed on .NET platform.In the process of workflow's model, Service-Orineted Architecture and its interrelated technology are used and eXtensible Markup Language is adopted as its modeling language. Combining Service-Orineted Architecture and traditional process defination model of workflow, this dissertation designs a model of workflow based on Service-Orineted Architecture, which successfully realize the integration of workflow and external service function of workflow products among distributed and isomerous systems and effectively improve the expandability and reusability of workflow model. In the process of system design, the framework design of system is given and four-layer architecture of workflow management system based on Service-Orineted Architecture is put forward. For workflow engine, it is designed from three aspects, which are data model, control model and functional model. In the design of control model, this dissertation studies route control mechanism of control model, designs scheduling strategy of cyclic route and acyclic route, analyzes the existing problem of multi-rendezvous model and competitive model and offers the solution. In the design of funcional model, the workflow engine is divided into two functional subsystems and seven major modules, and is finally implemented by the seven modules.At last, the feasibility of workflow management system is proved by Yunzheng System of Heilongjiang Province.
