Workflow engine is a kernel component of workflow system. The rationalization of its architecture has an essential impact on the whole system. These days, These workflow products diverse by emphasizing on specific aspect so that they are only suitable for certain type of enterprise or government which are lack of flexibility and lead to over development because of the complication of the application of workflow engines, the irregularity of the engine's interface with the process modeling that engines are only able to interface with specific process modeling tools and the poor universality, translatability, repeatability and maintainability.In this dissertation, the current research of the workflow management system and the new demands of the workflow products are analyzed and the techniques of workflows and web services are introduced. Then, several kinds of workflow engines have been carried out detailed thorough analysis. And also, the dissertation lucubrate on the lightweight workflow engine, and put forward a kind of workflow architecture based on layered model and its kernel algorithm. At last, the dissertation designed the lightweight workflow engine based on Web Services.This kind of workflow engine has just matched the requirement of modern enterprise and achieved the goal of striding over different platform, distributed network handle official business. The micro-kernel workflow engine based on Web Services have resolved tradition workflow engine structure defect and deficiency, especially the thought of the optimization of software function with layers , the design taking out core has very big references value to resolving the similar problem in the days to come.
