With the development and maturity of the 3G mobile communication technology, the service area of mobile network has been extended to the offing, even beyond sightline. In order to meet the needs of the radio communication network users near the sea and on the sea-route, a radio propagation model that has appropriate precise accuracy and fits for offing propagation environment is needed badly in the radio network planning and optimizing engineering.Basing on introducing the radio propagation environment for mobile communication and the traditional radio propagation models, this paper analyzes the characteristics of the radio propagation environment in the offing. The base station of mobile network for covering the offing is always located at the high altitudes along the coast in order to make the radio wave spreads far away, and the curvature of the earth will influence the propagation of the radio. Considering the characteristic mentioned before and the distance between the receiver and the transmitter, the radio propagation distance is divided into three parts: part A (from base station to the sightline of the base station), part B (from the sightline of the base station to the sightline of the base station and the tenninal) and part C (the shadow area beyond the sightline of the base station and the terminal). We worked out the path loss separately and brought forward the offshore propagation model.In order to validate the practicability of the propagation model for the sea, this paper do propagation model calibration by using the data of CW test in two ways, one is using Insight WCDMA, the radio network planning software of Zhuhai Dingli Communication Ltd., which realized the algorithm of the propagation model for the sea;the other is using Enterprise release 4.1, the radio network planning software of AIRCOM corporation, which realized the arithmetic of the standard propagation model. According to comparing the two results of the propagation model calibration, it is shown that the proposed model is practicable in propagation forecast of path loss.
