| Network Operation Support System (hereafter referred to as "OSS") is the important method of rapid business establishment, real-time business guarantee, network resource optimization, and becomes the core competitiveness of countrywide mobile network operation and support. To meet the challenge of all business operation, the requirement of centralized operation system alteration, and to keep the predominance both in network and service, Shannxi Mobile performs full investigation and planning for excellent network OSS which would carry the enterprise strategic transformation.OSS is the backup support system for telecommunication resources (telecommunication network, network element, business system, and so on), and it is also the information management system for network operation and maintenance, generally including Mobile Network Management System, Transmission Network Management System, Data Network Management System, Enterprise Operation Management System, Power and Environment Monitoring System, Business Call Testing System, and other sub-systems. By the end of 2007, Shannxi Mobile completed the primarily OSS frame after several years of continuing construction and improvement. But along with the changes both inside and outside of the enterprise environment, the current completed OSS could not meet the growing requirements of business development more and more.Network OSS must adapt the industry competition pressure brought by a new round of telecommunication reform, and become one of core competitiveness of enterprise operation. OSS must adapt the development trend of all business operation modes, and become the important method of rapid business establishment; real-time business guarantee, network resource optimization OSS must adapt the quick update and change of new tech, and become the advance leading network operation support system. OSS must adapt the centralized operation system alteration, which becomes the efficient method of network management.This paper firstly investigates the network OSS as a whole and acquires the construction situation, usage status, and support status of each system, and analyzes and evaluates deeply to find the current problem of the OSS and get the root of the problem, based on the acquired data; then plans the OSS frame and generates the development solution; at last, constructs the system in sequence to achieve the enterprise transformation goal, not only to solve the current problem, but also to consider the enterprise strategy and the development and change of business.This paper has conducted the following work:1. Analyze the essence of the telecommunication operation in aphilosophical view, which means investigation and analysis from 3 elements "Business, Management, System" in telecom munication.2. Construct the excellent network OSS frame through the connection between the provincial centre and the cities.3. According to the business driver, constitute the development plan of excellent network OSS.4. Finally construct and implement the system in sequence to get salience economic benefit, to improve system support capability and increase the efficiency of network operation and maintenance.At present, on system positioning, network OSS lacks of overall planning and co-ordination construction is based on business driver; on application functions, network OSS has the difference with the requirement of business; on tech selection, network OSS has less foresight view; on support capability, network OSS could not meet the management requirement; besides, with the rapid growing of network scale and business types, the lacking of operation and maintenance capability, the current problems of network OSS which is one of the network operation core competitiveness, affect the developing strategy of Shannxi Mobile "Operation and Maintenance Modernization through informatization", therefore this paper researches and discusses above problems. |
