As the mode of government procurement from handwork of traditional procurement to do government on the Internet, the problems of low efficiency, high cost and long period which caused by the handwork of traditional procurement can be dealt with. With the increasing of government procurement on the amount of money and workload, the security and reliability of system should be considered more seriously. Due to multitudinous people and different skill using the system, the electronic procurement needs convenience and high security and high reliability and high efficiency.The thesis analyses the workflow of government electronic procurement to get the specific security demands. According to the security demands and analyzing the existing security model and security technology, to design a security module composed of access control, elliptic curve encryption, identifier authentication, digital signature and file encryption to solve the security of identifier authentication and the confidentiality and integrality of data transmission and realization of the anti-denial function so that government electronic procurement can run with high security and high reliability and high efficiency.
