Outdoor media, an important element of modern city, is the bridge to spread regional culture in this flourishing commodity economy society. However, with the development of new technology and the coming of new media, such as the Internet, the influence of city's outdoor media is becoming weak.How to bring the potential value of outdoor media into full play in spreading commodity information, and how to find new breakthrough facing the new media are worth studying. Outdoor media is certain to reflect culture development, aesthetic standards, value sense, and economic condition of the age. Also, regional culture plays a key role in outdoor media cognition, and is primarily reflected in the regional city culture, the difference of which is intensified by people's activity. City's outdoor media is an important platform for regional culture. The fact is that Xinjiang is rich for its unique cultural resources, so in this sense, to well develop Xinjiang's outdoor media that is based on the principle of regional culture cognition can provide a long-term propaganda of Xinjiang, so as to emphasize the regional culture and to improve a city's image.The corresponding suggestions provided based on the investigations of Urumqi are as follows:First, to improve the level of expression, cognition of Xinjiang outdoor media in order to convey the unique attractions of the folk customs and landscape; to emphasize essence of design, uniqueness; to reflect inner parts of city's outdoor media design. Second, we also propose district design according to city's different cultures at the same time to emphasize culture cognition. Third, the design environment should be the entrance of a city, such as railway station, and airport, etc. in order to impress people directly.
