Study Of Quality Assessment Method And System On The Official Commanders In Hong Kong Army

The establishment of scientific and reasonable quality assessment method in Hong Kong army is very important to the development of army. It could be used to assistant decision for the Official Commanders on training, selecting and employing. This article mainly established the quality assessment method in Hong Kong army through the modern human resources management, the psychology, the organization behavior study, the pedagogy and the persons. Also, we has conducted the research based on the computer design quality evaluation software system, and has launched some ponders and the practice. It includes mainly:(1)By use of the modern statistical analysis method, the system analysis the quality of Official Commanders in Hong Kong Army, and established the index system on the basis of the political thinking quality, the scientific cultural quality, the occupational specialty quality, the attitude discipline quality, the backbone quality, the body and mind quality and the special quality. Those qualities were taking as the first level index. This system could to grasp officer's actual quality and the potential ability, to forecast officer's occupation development, to the direction class officer's selection, training, and promoting.(2)On the basis of the analysis and the improvement of the general appraisal mathematical model, we established the appraisal mathematical model of the official commanders. Also, we set reasonable index weight with the analytic hierarchy process and the Delphi method, and realized the combine of quantitative and qualitative in quality assessment. That has provided the science method for the appraisal and the survey organic synthesis.(3)This paper proposed a standard quality assessment flow from the practice angle, and had been clear about the question which should be pay attention to every work. Also, we reduced the difficulty of quality assessment in the practical work, and causesd the quality assessment to be feasible.(4)Last, we designed the software of quality assessment, to reduced the quality assessment mathematics computation load, to predigested and ruled the quality assessment method step. It could cause the quality assessment to be simpler, to be convenient.
