The construction of information commons (IC) is a new hot spot in the study of the current information service pattern in the library field. The American college and university libraries began to construct IC in the early 1990's. With the theoretical research deepening and entity building exploring, IC has already become one kind of main service pattern very well liked in European and American college and university libraries, representing a new trend in the development of university libraries abroad. The IC construction in our country is now in the early stage, with a few numbers of libraries having partial elements of IC. As a new integrated innovative service pattern which not only supports massed learning and private study but provides the perfect combination of technology and service for library users as well, college and university library information commons satisfies the library users' changing demands for information, meanwhile, gains a good chance for the sustainable development.The paper makes a thorough and systematic study and analysis of the experimental model of and problems with IC at home and abroad by means of a scientific analytical research method on the basis of IC fundamental theories and studying abundant relevant literature and documents. The paper devises a service concept and service principle for the university IC with an aim of providing academic service and constructs a three-level academic IC service model suitable for our universities in the light of university library reality such as mansion house, fund, personnel, resource, etc, in combination with the current level and development goal of academic development in our country's institution of higher learning. Academic IC entity tier construction mainly includes physical space, hardware equipment, service facilities. Academic IC virtual tier includes discipline information resources, software facilities, and virtual environment. Academic IC service tier is chiefly composed of service organization, service content, service norm, service appraising system. Meanwhile, the paper discusses problems needed to be paid attention to in the construction of IC, such as coordination, personnel training, and fund. Finally, conclusions are drawn concerning the work made and limitations in the paper and prospects for multi-directional development of IC into learning space, research space, global IC seen.
