E-government has become the core of the national information strategy, and it is important to the government administrative reform, administrative management efficiency and the government image.With the background of the author' s involvement of the construction of the website system of Nantong Youth League, the author firstly analyzes the situation of Nantong Youth League's informationization, and the existing problems of the e-government, and makes a proposal of the e-government plan, the guiding ideology, and the scheme. The author also describes the functional requirement of the information service platform, the advantages of it, and the effects on work. The author makes a plan of the e-government overall framework and the operation of the technique, describes each business component from the overall framework and each level of design patterns from the techniques in detail, and then makes a detailed design of the e-government information service platform in the consideration of functional framework. By using the technique related to J2EE, the author realizes the whole system, with the conclusion of the success and failure in the process of developing. Finally, the follow-up work is anticipated.
