Telemetry Converter is the core of the rocket telemetry system. In the process of launching rockets, it provides all of the rocket flight parameters for the ground, so it demands for high accuracy and high reliability to Telemetry Converter. Telemetry Converter Test-Equipment is the ground test equipment dedicated for Telemetry Converter, it is a large application equipment including automatic Generation,automatic detection,automatic meter and data analysis. Its use will change the traditional manual test methods of Telemetry Converter and make it automatic to test during production and application. It will improve the production level and quality of Telemetry Converter. Meanwhile, it will promote test level of telemetry system and lower costs of production and experiment.Through analyzing the system function indicators given by task, the paper presents the design program of Test-Equipment: system organized the work of hardware circuits centering by SCM and FPGA. In the part of hardware design, the realizable principle and design points of every module are introduced. In the part of software design, the principle based on Firmware of USB interface is introduced. Meanwhile, Functional design and operation process design of PC software are introduced.The results obtained are as follow: SCM and FPGA entered as the whole circuit control logic are used successfully, it improve the system reliability, safety and easy maintainability effectively. Board designs used plug-in structure, plug-and-play, it has a standby vertical cell, so it has the functional expandability. The paper gives the basis that it will not affect the reliability of the system because of propagation delay when SCM Bus transmits 10cm distance. On the basis of summing up past experience in circuit design, it put the methods of circuit system reliability design. Besides, top-down and stepwise refinement structure design process is taken in SCM program design, it greatly improves the reliability of the Test-Equipment.Through joint test of Test-Equipment and Telemetry Converter, Test-Equipment can test the performance of the converter and meet the demands put by Telemetry Converter.
