With the rapid development of the telecommunications industry, communication network is expanding quickly and different types and quantity of base stations which need to be operated and maintained increase significantly. It leads to higher standard in the stability and reliability of communications power. To improve the overall quality of Communication Network and save human resources and energy consumptions, China put forward the unified management and monitoring on communications equipment power. Focusing on the issue, the paper designs a centralized management system to achieve real-time power monitoring and management for mobile communication base station.At first, the article introduces the application background of the power supply monitoring system background of mobile communications base stations and analyzes the technical status and development trend of the subject, meanwhile, outlines the main contents of this paper and the work done.This monitoring system includes the system terminal and management server. The terminal is responsible for the collection of the voltage signal, current signal and environmental parameters in the base station, then transmits to the server. The server serve as the centralized management for each base station, remoting control air-conditioning temperature, terminal real-time data query, and remoting monitoring and control the strength and accuracy of environmental and control volume.Secondly, according to the design and technical indicators requirements of the monitoring and control system , the article introduces the hardware design detailly, and selectes MSP430F149 as the central processing unit of the monitoring system.The hardware achieved a multi-channel analog input, A / D conversion, switch output, electricity acquisition, data storage, clock, system calibration, human-machine communication, GPRS data communication functions, At the same time, the article gives a detailed description of the hardware design of each module and the corresponding schematic diagram. the circuit board is designed specially to ensure the safe of the main control panel.Third, in this paper, it gives a detailed description for the system software, including the overall process, the interrupt service routine, GPRS communication program modules and other major software processes. Finally, It carries out the reliability design in three areas which are interference protection in both hardware and software, connection terminals and lightning protection. At present, power supply monitoring system for the communication base station has been utilized in Yiyang, Hunan and operates in good condition. The system can be used in the telecommunications industry, intelligent buildings and resident district, too.
