A Study On Dynamic Management Pattern For University Library Borrowing Regulation

In China,it is generally acknowledged that the library users have different right,in literature scope and way to use library with the difference between teachers and students or from freshmen to graduates in university library,and among users in different social stratum or occupation in public library.There are three main type of readers---undergraduate student,the graduate students,the teachers and administrative staff in university library,and the overwhelming majority of schools give more borrowing power to the graduate students and the teaching and administrative staff,the undergraduate students' borrowing right,regardless of the number or the loan period.In fact,this kind of different treatment directly leads to the discrimination to the undergraduate students forming the biggest reader group in university.The Glasgow Declaration on Libraries,an authority document proposed by International Federation of Library Association and Institutions(IFLA) has established citizen's freedom of information acquisition as the primary responsibility of all libraries and information service organizations.Besides,some scholars in our countries also have believed that the freedom of information acquisition is the core concept of the library value system,and the readers' borrowing right is one reflecting most directly the freedom of information acquisition.Therefore,breaking the traditional reader's division will become the better direction of the university library reform in the future.Based on the university library's existing situation,this research redesigns the university library reader rules and regulations,in the purpose of realizing the borrowing administration dynamically in university library according to the readers' need and the books' use factor, meeting the reader's maximum need and raising the books' use factor,and improving the service quality of university library through the regulation innovations ultimately.In the beginning,the domestic and foreign university library's borrowing system is compared,and the inappropriate regulation is found and analyzed.And then on the base of analysis to the southwest University library circulation diary,the author concludes that the one's sex,specialty,and education level are the main factors which affect his or her borrowing demand;the literatures' type and time effectiveness are the main factors which affect the literature demand.Consequently,the author establishes the dynamic borrowing pattern for university library,distinguishing the core readers by using The Bradford's Law,and dividing the readers into different regions,and referring to other readers' characteristic,in order to establish the different power in borrowing number according to the different readers,and relax the core reader's borrowing right.Moreover it can sort the books into the different regions according to reader's use factor,referring to other literature's characteristic,so that the books with low use factor should relax loan period and quantity properly while ones with high use factor will reduce the loan period and quantity. Finally,the author has discussed this new system's application and pointed out its merit as well as the suggestion.
