A Research On Borrowing Regulations Of The Public Libraries In China (1949-2012)

This article analyzes the basic condition about the borrowing regulations in public libraries from1949to2012, which includes lending time, how to get a library card, the rights of readers, lending methods, how to manage the violation of the readers, and so on. The main purpose of this paper is to analyzes the reasons and influences of regulation changes. So we can give out some useful suggestions to the future borrowing regulation.The first part focuses on the meaning and background of choosing this thesis. The borrowing regulations of the public libraries regulate the rights and duties of the readers. Thus the history of the borrowing regulations clearly reflect how the services for the readers developed. The meaning of this thesis is the borrowing regulation has changed all the time, and there is no systematic research on the thesis until now. This part also makes a brief summary of the research status at home and abroad.The second part is the foundation of this article. In this part, the basic concept of the borrowing regulations in public libraries have been discussed. The impacts and characteristics have been summarized. The conditions before the public libraries come into being, and the history after the PRC founded have been summed up.The third part analyzes the background of borrowing regulations of the public libraries since1949. This part has been divided into several stages according to the situations of China’s political affairs, economic and libraries. So we can analyze how these elements influence on the borrowing regulation in60years. It also gives reasons on how the borrowing regulations influence the political affairs, economic and libraries in China.The fourth part is the thematic part. This section introduces the public libraries borrowing regulations in each time period, surveys the development and changes, gives out the reasons for the changes and the development. The mains changes existed in lending time, how to get a library card, the rights of reads, lending methods, and how to manage the violation of the readers. Although how to manage the violation of the readers has not changed much, the article just discusses the present situation.The fifth part is the center part. This section mainly analyzes the deep-seated reasons of the changes of the borrowing regulations of the public libraries. It also sums up the problems and shortcomings of the Chinese public library.The sixth part contains conclusion. It overviews the development of the borrowing regulations of the public libraries and the reasons. At last, it looks forward the future borrowing regulations of the public libraries.
