Emergency dispatch is the key point in emergency management. How to build a rapid and effective emergency dispatch system, in order to provide proper rescue plans and send patients to the nearest and most appropriate hospital as soon as possible, is very important to save patients' lives and ensure their security. Fortunately, the development of Geographical Information System and Spatial Operational Research provide the conditions for building an effective and efficient emergency dispatch system.The paper focuses on the accidents which happened along railway. Here we use Qinghai-Tibet Railway as an example and propose an emergency dispatch plan for railway accidents by considering both railway and highway. Meanwhile, we can build a perfect emergency dispatch system of railway accidents by using a proper selection strategy. On this basis, while considering the high real-time characteristics of emergency dispatch system, the paper successfully builds an emergency medical dispatch system for Qinghai-Tibet Railway and provides basis for the decision of emergency dispatch plan.In the second chapter, based on the user' point of view, the paper uses system use case for both functional requirement and non-functional requirement. On this basis, the paper brings forward a design plan about system functional module, system architecture and database.In the third chapter, we focused on the establishment of system model. First, we raise the framework of the model. Then we study how to build four emergency dispatch plans and the optimal decision-making model, which are railway-based emergency dispatch plan, highway-based emergency dispatch plan, railway and highway-based emergency dispatch plan, dynamic emergency dispatch plan. In the railway-based emergency dispatch plan, we use transfer strategy between trains to achieve scheduling. In the highway-based emergency dispatch plan, we build a bottom-up Agent-based dispatch model. In the railway and highway-based emergency dispatch plan, we use both railway and highway for scheduling. In the dynamic emergency dispatch plan, the medical rescue vehicles which were performing their tasks are considered for the new task. And based on these four dispatch plans, while considering the special natural conditions of Qinghai-Tibet region, we put forward an optimal decision-making model which is not use the shortest time as objective function.According to the analysis and design of the system and the model, the forth chapter designs the modules in detail based on static structure and dynamic model. Considering the situation of train delays, we realize the real-time system: Emergency Dispatch System along Qinghai-Tibet Railway.The last chapter summarizes the methods and the results of this research, and also point out the disadvantages and improvement aspects in the research.
