Children TV programs have a variety of forms meeting psychological and behavioral patterns of children,so they are prone to be recognized and accepted by children and closely affect the growth of children.Experiments indicate that children are not passive receivers before TVs;instead, they have proactive and active processing and understanding of available information in TV programs. Moreover, the cognitive and psychological development of children demonstrates clear stages as they grow older, and influences of TV programs on language skills, morality and aesthetic perception of children vary on different stages. These facts require our TV producers to employ various approaches to produce high quality children TV programs based on the cognitive psychology of children to address their cognitive levels on different stages.Production of children TV programs in China started in 1950s and has made great achievements in terms of quantity and quality after years of accumulation and development.Though there are many popular and prominent children channels and children TV programs,a number of problems still attract the attention of the people. For example, children TV programs are not "childish",as adult thinking, tastes and behaviorism dominate the programs;animated works lack national, ethnic and oriental elements;programs targeted at children of migrant workers and disabled children are hard to be found. The paper analyzes reasons of abovementioned problems by studying the cognitive process of children watching TV programs, try to identify the causes, and discusses the positioning and development of children TV programs in China. The paper concluded that TV programs meeting patterns of psychological development of children can raise the thirst of children for knowledge and cultivate positive morality and national confidence among children.Children TV programs should be children-centric,to communicate with them in equal roles, talk to their hearts, reproduce the world in their eyes and describe the world in their language.
