H.264/AVC is the video coding standard of the ITU and the ISO, which can save approximately 50% bit rate for the equivalent picture quality relative to the traditional standards. Not only H.264/AVC has a high compression performance, but also it has"Network friendly"nature, these characteristics make H.264/AVC suitable for the network transmission and video conpression store. Such a high video compression ratio is at the cost of complex computing, which put forword high performance to digital signal processing chip.Digital signal processing chips is a specific signal processing chip which is designed specially for audio and video multi-media signal processing. ADI's Blackfin family of processing chip includes a 32-bit on-chip MCU and a 16-bit DSP, which has topping DSP processing performance. Blackfin 527(shorter form BF527) is ADI's new multimedia processing chip, its main frequency up to 600MHZ. BF527 has large number of special video processing instructions, luxuriant off-chip peripheral interfaces, convenient for expansion of the external circuit, which is the ideal platform in video communication system. BF527 has such lots of characteristics that make it extremely suitable for video and network transmission. The disadvantage of the traditional video surveillance system, such as plenty of vedio data and Non-Enable remote watching, limits the applicating occations of the system. As the development of the multi-media technology, the traditional video surveillance system is submitted by the network one to become to the new reseach and developing aspect of the current multi-media technique.Firstly, this article introduces the related background knowledge of video surveillance network system, and the development of the video surveillance is described in detail, and the future development trend of the video network system is also analysed. Then the composition of video surveillance system is introduced. By illuminating the function of each module, the key technology of network video monitoring system is explained as well. Chapter III of the paper focus on the BF527 , and uses it as the core to design the system hardware, and designs primary processing modules of the system, such as video capture module, memory modules, the alarm module and hardware interface of related external circuit . Chapter IV is the part of software design. On the basis of embedded Linux operating system, theμClinux system and TVP5150 image acquisition process-driven are transplanted. Not only the H.264/AVC algorithm is transplanted and optimized, but also the software of alarm module and storage module and RTSP Streaming media server are designed. The entire system has low power consumption, simple structure, strong scalability, high reliability.The Part of the system test introduces the testing procedures and testing methods, which prove this system has good value through testing the frame rate and bit rate in different video resolution of remote network environment.
