| Since the Software Engineering Institute (SEI) published the Capability Maturity Method Integration (CMMI) in 2003, many software enterprises have implemented it to enhance the software quality assurance and international collaboration. The CMMI is now considered to be the price for entry to run a software business. However, implementing the CMMI is complex and necessitates an implementation methodology. In China, most of the software Enerprises implement the CMMI with the help from the consultants. It is expensive especially for a midium and small software outsourcing enterprise.CMMI does not only improve the ability of the software process, and also improves productivity, reduce costs /improve quality. At present the outsourcing market in Japan/Europe and America, customers require to provide CMMI certification. They care supplier's project management and quality management capabilities very seriously, so CMMI is taken as cooperation foundation.Since the early 90's, USA has be implement the CMM, the enterprise which implement the CMM sucessfully,increace quality and productivity. Therefore, it was the recognition of other engineering fields. In the late 90's, CMMI became the international recognition of standards and policy. There are lots of organizations to apply and implement CMMI. CMMI dose not only improve software process management, and also enhance competitiveness.There are currently more than 9000 domestic software companies in China, most of them are medium and small software enterprise (the number of employees less than 500), though they are standing at a very important position of whole software industry, their process management is quite weak, does not achieve the standardization of software process management. Therefore, there is an urgent command to study the process management of medium and small software enterprise, to improve their level of software process management.Since 2000, under the prosperity of the software outsourcing industry, lots domestic software companies invest into software outsourcing industry, and grow up very quickly. To achieve cooperation with foreign customers, lots of domestic software companies invest huge amount of money for CMMI implementation. But for medium and small software enterprises, expense of consulting fees and certification fees have become a heavy burden. Since the study of domestic CMMI just at beginning, there is no better introduction and effective implementation of the ways and rich experience. Therefore, the domestic software industry, there is an urgent command for CMMI research into effective methods and the implementation process will encounter the problem solution.Based on the above research background and motivation, this study import CMMI process of Founder Software as an example, analysis difficulties and problems from implement the process. And to find out solution for medium and small software enterprise into CMMI3, it makes sense to reduce the advisory fees, the import process to reduce the problems encountered in and risks.The study includes CMMI import process: (1) Implementation Planning; (2) Gap analysis; (3) Process Development; (4)Implementation and Assessment of the import method; (5)Take instrument-assisted method of management process; (6) Analisys the problem of CMMI implementation, and also give the solustion.In this study, it is focused on medium and small software enterprises in the import process of CMMI, the description of case studies and inferences was from myself feeling and conclusion in whole process.Therefore datum from my article are true and reliable.In this study, I took IDEAL model for process improvement methods. IDEAL model for the organization used to startup, planning and process improvement measures to achieve the blueprint for the model, summarized the process set up a successful project the necessary steps to improve, that is five steps, to start, diagnosis, set up, implementation, learning .This study also takes instrument-assisted method of management process, management tools can be used as thought, methods of the carrier, it can turn the management of tangible and objective to reduce the labor intensity, solve the problem which can not be fixed by hand and easy for developers, accepted by managers. Make full use of management tools to implement SPI a good strategy. The case study for the instrument used in research and development integrated project management platform modules, Subversion (SVN) configuration management tool, at the same time this study was the definition of flow combined organization has developed the use of normative instrument.According to the study of this article, this article summarizes the process of small and medium-sized class of CMMI3 into four major implementation strategies, and gives the conclusion of the study. Application of the methodology of this study, small and medium-sized software outsourcing enterprises can more easily into a more systematic CMMI3, and effectively implemented, can reduce the import cost and risk.
