With the rapid development of radio communications, spectrum application becomesmore popular that results in the shortage of spectrum resource increasingly. In order to makefull use of the limited spectrum resource, effective work should be done in two fields:exploration of higher utility rate spectrum application system by means of the progress inradio communications technologies, as well as strengthening scientific management ofspectrum through integration administration management and scientific technologies. Radiomonitoring is the key component of spectrum management, aiming to provide technicalsupport and scientific warrant for spectrum management, assignment and planning offrequency. An important way for carrying out radio monitoring is to establish radiomonitoringnetworkanddistributefixedmonitoringstationseverywhereinthenationeveninthe world, with lots of monitoring stations are employed to harmonize work. Meanwhile,radio monitoring systems capable of automatic measurement are adopted to decreaseoperatoramountandimprovetheefficiencyofmonitoringservice.Alongwiththeincreasingexpansionofthemonitoringnetworkrange,radiomonitoringstations at different levels have accumulated a large amount of historical monitoring data indailywork. How to utilize and manage these mass distributed historical monitoring data hasbecome a new issue of general construction in information-based monitoringdomain. In thispaper,"DesignofRadioMonitoringDataManagementAnalysisSystemofJilinProvince"isproposedonthebasisofmakingeffectiveuseofmonitoringdataanddoingmoreexplorationand reuse, so as to playthe most important role in radio stations management and frequencyassignment."Radio Monitoring Data Management Analysis System of Jilin Province"is capable ofcarrying out integrated management and analysis of historical monitoring data of JilinProvince. The system will compress, screen and extract the data supplied by varioussubsystem according to their different rule and characteristics. By way of dynamic onlinedatainquiry,statistic,collectionandoperationanalysisfunction,theautomationprocessflowof historical monitoring data can be realized. The system will break the time and spacerestriction, as well as integrate and conclude monitoring data from different station andperiod of time scientifically. Aiming at idiographic radio monitoring work categories,reliable statistical graph and special monitoring analysis conclusion can be drawn by use ofreasonable arithmetic models and engineering method on existent mass monitoring data forassistantdecision-makingofradiomanagement.Detailedcontentsarelistedasfollows:1.Generalsystemdesign Operation environment, basic design concept, process flow, function hierarchy and therelationship of function demand and program are included. As the author participated,components are well designed such as system main interface, system initialization interfaceand arrangement, geography information module, system parameter setting module,distributed communication management module, prefecture level data extraction andgathering module, monitoring interface module, data statistic report module, 3A interface,monitoring assignment management module, initial data processing module and monitoringunit information management module. And the author is in chief of the design andimplementationofdatastatisticalanalysismodule2.ThedesignandimplementationofdatastatisticalanalysismoduleThe data statistical analysis module is the core part in the current system. Based on thehistorical data abstracted and the coordination of data collected from the stations or standarddata,andwiththehelpofnecessarytheories,thefollowingtaskscanbedone:theanalysisoffrequency usage, the analysis of the channel used, the frequency allocation, the monitoringof registered stations, the illegal station monitoring and the analysis of background noise.And the analysis of historical data and the automation of frequency management is done atthesametime.Thismoduleiscanbedividedintothefollowingfiveparts.(1)TheanalysisofregionalfrequencyandchannelTimetake-upofthechannels:Basedonthedatacollectedonthetake-upofthechannel,the time that the specific frequency is used include the time on the single frequency and thetotal transmission time on this frequency. The analysis then shows the change of the usagewithin the specific time internal. This mayinclude the busy-time, the peak time, the averageand the minimum time usage. Based on those values, we conclude the frequency usage ofeachstation.Throughtheusageanalysistotheareamonitored,theworkers mayhaveaclearviewabouttheusageofthefrequency.The frequency take-up of the frequency channel can be used to check the channelsavailable. Thus the duplicate use of the same channel can be avoided. And the usage of thecurrent channel can be analyzed in order to provide a reference for allocation of channels.Through the analysis of the data monitored, a detailed report can be distilled about the userson the specific channels and the free time of the allocated users. The report can be graphicalorjustanordinarytext.(2)TheapproveanalysisoflegalstationsTherealizationofthefunctionofthis moduleis that it analyses the result ofmeasureofsingle signal, it can analyses and Stat. the frequency difference,the intension of magneticfield,thefrequencyexcursion(modulatedegree,appearanceexcursion)andthebandwidthoccupied.(3)SearchandStat.ofambiguitysignalsandillegalstationsTherealizationofthefunctionofthismoduleisthatitcananalysesdatabydealingwith inspecting originality history data (aim at scanning band mostly), it can fix on the characterof the signal to look up the signal of illegal or ambiguity. It can layout information to userssuchashappeningtime,timingdegreeofoccupiers,anditcanbeusedtogeneratestatisticalreports.(4)Theanalysisofthepre-assigningfrequencyofnewstationsThe realization of the function of this module is that when pre-assigning frequency, itgains first-hand information and makes direction effect to the new station frequency,accordingtotheanalysisofhistoricaldatatomonitorthepre-assignedfrequencyofuse.(5)ThestatisticofthechannelusageThe following functions are included in this module. Based on the historical datacollected within the specific telecommunication domain, the frequency take-up in ordinaryroutinecanbe fullyanalyzed.Andthereal allocationandusageofthespecificoperationcanbe obtained at the same time to provide the effective data. This can also provide perfect dataprovidencetopracticalfrequencyallocation.
