Research Into Adjustment And Control Mode Of Social Public Opinion In Emergency

A harmonious public opinion circumstances is necessary for building up a harmonious socialist society. Adjustment and control of the public opinion should be paid attention not only by media but also by government. Adjustment and control of the public opinion in emergency is one of the key links in the whole adjustment and control system. Emergency Response Law of the People's Republic of China carried out on November 1^st, 2007 puts the publicity and authenticity of information on the first principle, that means adjustment and control of the public opinion have legal basis and possibility.The dissertation through finding out the rule of adjustment and control of social public opinion in emergency, combining practice survey, constructs a operable mode consists of systematic operating mechanism. Leading by this train of thought, the dissertation divided the whole research into three phases: deducing, constructing and decomposing. The first phrase constructs the forming mode of social public opinion in emergency, elaborates the "Two-level" pattern of adjustment and control of social public opinion, summarizes experience from positive and negative cases. The second phrase deduces three types of mode of adjustment and control of social public opinion according to the characteristics of different emergency and Chinese administration management. The third phrase elaborates the operating mechanism which composes of information publishing, public opinion monitoring, agent-setting and public opinion supervising.
