The Research Of The Project Management Of Inner Mongolia Business Administration E-Governmental Affairs System

E-Governmental Affairs System is a system which integrates the government administration and service through internet technology by using information and telecommunication technology. It can realize the optimization and reorganization of the government organization and working process, exceed the limitation of time, space and department, and supply the government administration and service with high quality, standard, opening, international level to the society and public.E-Governmental Affairs System is a high-risk project with large investment, long period and wide involving. The following problems were met often in the project implementation management: weak project organization and coordination, lack of planning and control, unclear responsibilities, cost evaluation not accurate, resources no sharing, etc. Then we find that at present it is necessary to use the method of project management, to set up a strong leading core and an operational project management system, so that we can solve all the above problems.The paper summarized the recent-year experience of internal e-governmental affairs system implementation in IMBA; analysised and pointed out the problems and shortages in the project management, such as thinking construction more than planning, thinking equipment selection more than implementation, thinking technology more than management; suggested the thought and idea to explore a project management model matched the characteristics of IMBA E-governmental affairs system implementation. The paper took the project of IMBA internal E-governmental affairs system office platform an example, introduced the project management targets such as scope, standard, time schedule, organization and implementation specification. By using the theory and method of Project management, discussed planning and analysis of the project on the following aspects: scope planning, organization designing, schedule designing, risk management, communication management, etc; analysized the strategy of management and control of the implementation on the following aspects: schedule control, cost control, quality control and changing control, etc.As the responsible person of the project, the author took part in the organizing, planning, studying and developing, implementing and project management of the project. The author stated and analysised roundly the important links of the project management, such as planning, control, construction and implementation. Combining with her experience and practice in the E-governmental affairs system project management, by using the theory and method of project management, the author found out a series of method and measure of project planning management and implementation control which are effective and suitable for the characteristics of IMBA E-governmental affairs system. The practice and researching of the project can be used for a reference for IMBA to be better at planning projects as a whole, controlling the project plan and schedule, avoiding risks, implementation with high quality for the future project management of IMBA E-governmental affairs system, also can be some practice fundation for the government department to introduce project management into their work.
