With the continuous development of information and technology, Internet has been widely used in daily office work of government agencies. As the advancement of technology, more and more government agencies are trying to use the Internet to deal with daily work, especially in the field of receiving, sending and archiving official documents, learning the business and dispatching the vehicles and so on. With this method, the traditional challenges such as time-consuming, laborious and low efficiency are effectively solved.With the promotion and application of information and Internet technology, this thesis focuses on the improvement of educational system's daily office work. After the analysis of its functional requirements and handling process, this thesis gives a detailed research in educational system's module design and function realization,besides that the author also study the feasibility of doing online office work. After that, the author proposes the intelligent, multimedia, network-based, integrated solutions to achieve the aim of using information and Internet technology to do online office work in education sector.Traditionally, official documents mainly in the form of paper, and the process can be divided into receipt and dispatch.Usually this task is handled by a certain person. Sometimes, three or four staff work together to dispatch the large documents in some departments.The specific process of receiving files is as following :Firstly, a clerical staff receives a file from a higher level or equivalent department and then submits it to the head of the office who will put forward some opinions. Secondly, in accordance with the opinions, the staff presents the file to the relevant leaders. After the documents being reviewed by the leader, the staff will send the documents to the person who is in charge of this task. Finally, the person in charge arranges this task with specific staff. While, the process of sending files is that the issue of files based on the work that the staffs who are undertaken, then being audited by the head of the department and issued by the leader, finally it is printed, bound and sent by the staff. In the course of sending and receiving, the chances to miss or lose the files are rather high. What is worse, in case the leaders who should sign their names are on business trip, it will cause backlog and thus results in delays. If a higher level of needs to send files to a lower level, by the use of Internet, the higher department can grant permissions and set a registration number and then the lower department can receive the documents timely. The higher authorities can also view the acceptance and keep abreast of the reception. Meanwhile, a lot of paper will be used during the transfer process of the documents,therefore, it is not only a waste of resources, but also a lot of input of manual efforts and sometimes even time-consuming.In view of the popularization of the Internet and the widespread use of information technology, it is crucial for the current office departments at all levels to change how to change the traditional mode of official document processing, reducing the labor costs and the circulation, improving work efficiency and achieving paperless office is the development direction of the current office departments at all levels, it's also a positive response to meet the need for countries' energy conservation and emission reduction.The realization of online working system builds an office automation information platform for the enterprises and governmental agencies. Online system can not only improve working efficiency, but also reduce the waste of paper and labor costs. If that is the case,daily documents processing just needs one person rather than two to three people which fully embodies the concept of mobile office in the network information age, and it is also a positive response to the working model "Internet+" that our province proposed.Therefore, this thesis is about how to create office systems for the governmental education department, to the paperless office, to create a document signed, transferred and handled online, to aim to achieve online processing functions. The technical architecture and specific government office system implementation process are discussed in detail. Simultaneously, the system improves the operational capacity of government workers, by means of handling processes through standardized documents, adding online learning field and public garden features such as file cabinets which provides an effective carrier to standardize document handling, building the learning garden, carrying out personalized learning. Therefore, the daily organ of the conference room reservations, vehicle dispatching, asking sick leave management have also been set up in order to improve work efficiency.Chief office system mainly uses the B / S(server / browser) infrastructure development, staff need to use a browser to access the system only without additional installation. It is convenient to update system and its maintenance. In order to ensure system's scalability, reusability, flexibility, at the same time, the system adopts SSH(Struts + Spring + Hibernate) integration framework to enhance the progress of the development, implementation requirements analysis and design of government office system, finally to complete the design and the written work of this system.
