With the quick development of social information, there are more and more requirements of reliability, function and short development time for communication equipment. But traditional IC cannot satisfy the requirements. Along with the innovation and development of microelectronics technology and semiconductor industry, the integration of IC and the industrial techniques have been improved rapidly. These make it possible to complete system integration in a single semiconductor chip. The development of modern CAD, EDA and LSI technique and the requirements of market result in the appearance of SOPC which can integrates an electrical system as large as possible in a FPGA.SOPC has become the mainstream of IC's design and development. Today, the development and application of SOPC is the demand of IT' development. SOPC is the epoch of the IC design. It represents the future design of the semi-conductor technology and the ASIC design.Traditionally, We used a CPU with a SRAM and an EEPROM to implement the control module on a wireless transmitting equipment. When we need to upgrade the hardware, we must modify the printed circuit. This takes us many troubles. This paper provides details about using correlated software of Alters Co. to develop control module of some radio transmitting equipment in a FPGA via cooperating with development of software and hardware. We use SOPC Builder to add NIOS CPU and additional circuit. Then the environment for the software to run has been formed. The design is implemented in a FPGA. When the NIOS CPU needs upgrade, only the SOPC Builder is required to be modified. The maintenance and upgrade are more convenient. The equipment's reliability has become more credible. This design has been used in a wireless transmitting equipment. The control module works well. When we need to modify or upgrade the design, we only need to modify the design in the FPGA. The design is very flexible and reliable.
