Accompanied by the rapid development of the world economy, oil and other natural resources has long been an important support points in economic development of every country. Under the circumstances that human more and more demand for non-renewable resources such as oil, offshore oil has becoming the center of source exploration. Base on the accidents caused by force majeure, information monitoring and management system of pipe laying vessel in shallow sea can carry out infomationization maintenance work on the vessel. It makes great sense to elevate the level of automation of the monitoring system and improve the system reliability.This paper does analysis of the information monitoring and management system's functions according to the requirement first. And then it identifies the mixed-mode architecture based on C/S and B/S according to the demand from summing up the function and system-level division. It design the whole system including achieve the set-up diagram of system project and general system function structure. And then it chooses the realization of the program, which confirms the Long-range communications by GPRS and development the system on .NET. After that, it makes the whole design and implement of system database through four phases including design of demand and conception, and carries out a feasibility analysis of the system. Finally, this paper describes the process of system implementation. It describes in detail the design of monitor center, monitor terminal and Web server base on .NET according to the division of system. This paper describes implement of LAN communications, serial communications and GPRS in the monitor center, and designed a hybrid encryption system base on DES and RSA for data security. It describes the implement of data querying, exporting the graphical display in monitor terminal.The system is the first information monitoring and management system on pipe laying vessel in shallow sea that use .NET technology to design. Its advantages include easy using and maintaining, stable and full-function. The subject also explores the application of .NET technology in the maritime operations, and provided a reference for the industry of information.
