This paper is devoted to the designing of the outdoor shift system for monitoring environments based on GPRS and GPS. Considering features of environmental monitoring systems, it firstly makes out a general plan by analyzing GPRS framework, its technology, the process of data transfer, GPS position principles, and error source as well. Then it explains how to develop the General Data Acquisition Terminal with PIC18F6680 by referring to the principle, interface, and data communications protocol of environmental multiple-parameter sensors YSI and GPS modules. And then it lays out the communications protocols of the whole system, selects the most suitable one, and develops the application layer protocol special for the system. At last, it designs the network framework and the way access to GPRS of data monitoring center. It gives specific details about the network database and web-based query system. It concludes with project achievements and disadvantages of the system, and suggests further research.This project is for general purposes and can be applied in many fields of monitoring environments, such as hydrology, water conservancy, and weather. It has been applied in the monitoring system of drinking water-head in Zhang Jia Gang, as the first subsystem– telemetric early warning system for monitoring water-head quality.
