With the quickly development of China's economy, vehicle which as the main transport has been entered into many families. At the same time, the phenomenons of urban traffic jammed and vehicles stolen become frequent. In view of China's current status, the papers focuses on studying the general vehicles navigation and positioning system and designing the mobile termination according to the objective requirement of the market.In this papers, the general vehicle navigation and positioning system which meets the needs of car users was designed. It joins GIS, GPS, wireless technology and embedded technology. It consists of automotive termination and mobile termination and it can provide not only navigation information for drivers, but also surrounding facilities information, such as the nearby shopping malls, hotels, parking and so on. Also, drivers can get status of vehicle at anytime and anywhere. If the vehicle is stolen, we will quickly know the location of it, which enhances vehicle safety.The main contents of the papers include: expand on scientific significance, status and prospect of domestic and international research of the general vehicles navigation and positioning system. The system is designed according to the software engineering theory. General vehicles navigation and positioning system is developed in the Windows CE operating system, the EVC(Embedded Visual C++)development platform by merging technologies of GPS(Global Positioning System),embeded GIS (Geographic Information System) and wireless communication. The software part of the system has achieved the basic functions of the GIS system, such as browsing, roaming, query, analysis, and it can realize function of position navigation by getting location information through the GPS module of the mobile termination. Through GPRS(General Packet Radio Service)network, the system gets the location information from the vehicle positioning equipment, and show the vehicle current position to the map of the GIS system. If the vehicle has been stolen, the owner can be informed timely. The system characters in low cost and high function, and it has great signaficance and value of application.
