Objective: Impact factor(IF) has shown some limitations in the evaluation of journals and scientific research activities because of many factors, such as the unreasonable self-citation, the subject variation and the limitations of time and so on. In this study, we aimed to propose a standardized method to minimize the unfairness of using evaluation index in comparing the quality of journals in different subject fields. Then the standard impact factor, the cumulative impact factor and h series index were combined to reflect the academic level in an all-round way.Methods: (1) this study introduce the cumulative impact factor(CIF) and h series index to overcome the time limitation and considering the number and quality of documents at the same time; (2)introduce a generalization of the impact factor, cumulative impact factor and h series index to reduce the subject variation; (3)combine the standard IF, standard CIF and standard h series index to form a comprehensive index, then the comprehensive index is verified by an empirical analysis of social science journals.Results: (1) The ranks of IF,CIF,h,g,hc are different from each other, so it's unscientific to doing journal evaluation with a single indicater; (2) the generalization method in this study can reduce the subject variation; (3) it has a uniform subject distribution when rank depending on the comprehensive index; (4) Rankings arising from composite indicators received high degree of consistency with "A Guide to the Core Journal of China";and the verification results with respect to Rankings arising from the five indicators received consistency of 93.3%.Conclusion: The composite indicator derived from a combination of short-term impact and medium-term influence of journals, it also taking into account the number of documents on the role of influential journals, can reflect the academic standards of journals more fully. it can be used in the journals of different disciplines to carry out a direct comparison.
