Qingdao is an excellent tourist city and an opened-up city along North-east coast. It is also one of the host cities of the 2008 Olympics Games. Hereby, higher requirements on public security are necessary for the city. Under this situation, it is urgent to implement our Urban Emergency Response System, which has been listed on top-10 great events of 2007 by Qingdao government. The center of Emergency Response, which is affiliated to Public Security Command Committee, is in charge of this system which covers all kinds of critical events, for example, police, fire, traffic police, first aid, flood prevention, typhoon prevention, earthquake proof, civil defense etc. To realize synchronous emergency call, synchronous directing and united action, this center ensures Urban Emergency Response System running functionally.The Center of Emergency Response undertakes responsibilities of direction and decision-making for public emergency of QingDao. The emergency center' s application system is a KSOS(kernel safety operation system) to support the Center of Emergency Response' s daily works. The system requires higher usability and reliability and working on 7*24 hours without interruption. Therefore, a series of technical methods should be implemented, such as system backup, failover cluster and solution to reconvert system rapidly in the event that the system down and some others emergency occurred.In this article, I designed an HA System Based on Distributed Database Technologies through analysis and comparison on existing database system. Using the HA System Based on Distributed Database Technologies can prevent information system from being destroyed, data lost, business operation discontinuity in various areas so that to guarantee the database' s integrality and continuity. Meanwhile it can recover database immediately after disaster happened and strengthen the information system security ability to defend from disaster, virus or network attack. Moreover the system will be used as a reference for the construction of digital city in the future. From the aspects of economy, practicality and flexibility, the author has designed a detailed blue print based on the principles of the reliable equipment quality system and the technical performance in accordance with related national industrial regulations.
