Research On The Use Management Of Commercial Cryptography In Government Information Systems For Social Services

In 2015,General Office of the State Council of the People's Republic of China and General Office of the Central Committee of the Communist Party of China asked all the units to strength the use management of commercial cryptography in important fields.What's more,information system for social service used by state organs,institutions and organizations,which use the financial funds should accelerate the construction of network trust,safety management and operation supervision system.At present,although the Chinese government has come up with a whole set of polices,the management of commercial cryptography in government affair information system still lack of standardization.Taking Inner Mongolia autonomous region as an example and based on public interest and regulatory political theory,this paper comprehensively understands the current situation of the use management of commercial cryptography in the government information system for social services by means of investigation,analysis and interview.And public management perspective,from the management system of the mechanism,the construction of legal system,policy implementation,personnel management and so on several aspects found that the current social service oriented government affairs information system existed in the use management of the commercial cryptography management organization setup and function responsibility is not sound,lack of related management legislation safeguard,the unit using a lack of management consciousness,management unit lack of normalized propaganda and communication mechanism,the commercial cryptography products production enterprise illegal production or sales phenomenon emerge in endlessly,security rank protection evaluation system is not sound,etc.Through in-depth analysis of the problems and reasons in the use management of commercial cryptography,this paper puts forward a series of countermeasures and Suggestions from the aspects of strengthening the functions of management organizations,improving laws and regulations,improving the use management level of commercial cryptography,optimizing the security evaluation of commercial cryptography,and enriching the supervision and inspection methods.
