It is an inevitable trend of the development of information society that implement of Electronic Government, reform and optimization of histology and work flow of governments, establishment of a rightsizing, efficient, incorruptible and fair virtual government and providing efficient, dynamite management and service with transparent specification to the whole society. The important point of implement of virtual government is to resolve the problem of cooperation between different business processing departments and office systems. At present, central database mode and distribute object model are often used, but both of them have difficulties in realization. In this paper, Web services is brought up to realize information exchange between different systems of every department conveniently. A synthetic platform system is constructed and it first wraps business systems of every department to Web service and publishes it to government service registration center to be called by other departments; then a synthetic information platform which innerly calls government service provided by every department and externally provides unified application interface is built. This paper analyzes the asynchronous operation problem of SOAP in detail, proposes a feasible realization mode, and discusses how to utilize XML security specification to realize information security modules in the system. At last, a synthetic platform demo system is realized.
