Research Of Information Services Development Strategies Of The National Agricultural Library In The New Era

It is a strategic choice of achieving the comprehensive, coordinated and sustainable development of agricultural and rural economy to comprehensively enhance the capacity of independent innovation in agricultural science and technology, build an innovative agriculture and bring agriculture and rural economy into the orbit of scientific development.The National Agricultural Library, as an important guarantee to promote the development of agricultural science and its achievements conversion,must deeply understand the current situation, formulate correct development strategies and give full play to its information service functions. Computer and network technology has brought a golden age to the development of intelligence cause of the National Agricultural Library. The National Agricultural Library should closely follow the development of libraries at home and abroad, make effective integration of existing technologies, resources and personnel, and build a comprehensive information services system so as to provide powerful support for the construction of state agricultural science and technology innovation system and the building of new countryside.This paper introduces the basic theory of information services and analyzes the status in quo of the information services development of China's National Agricultural Library and the challenges facing the National Agricultural Library as well as factors that influence the development strategy of information services, among which, user needs analysis is emphasized. By using the development strategies experience of information services from domestic and foreign libraries for reference and combining the specific instance of information services development of the National Agricultural Library in the new era, this paper puts forward future development strategies of information services and a number of recommendations for the implementation of the strategies.The main conclusions of this study include:First, through the analysis of the basis and conditions of library information services, as well as its content and features, and the status in quo of information services development of the National Agricultural Library and the challenges facing it, and by using the development strategies experience of information services from domestic and foreign libraries for reference, we conclude that it is necessary and urgent to make strategic planning for information services development of the National Agricultural Library.Second, after analyzing the factors that influence the development strategies of information services of the National Agricultural Library, two theoretical models of the development strategies of information services of the National Agricultural Library is constructed from two dimensions, which provide guidance and basis for the setting of strategic objectives and the building of specific strategies;Besides, a strategic management process model is established for information services of the National Agricultural Library according to the implementation steps of strategic management.Third, a clear strategic objective for the development of information services is targeted and a strategic focus for the information services development of the National Agricultural Library is put forward as well as the general framework, principles and content for the building of user-oriented, innovative and personalized information services system.Fourth, countermeasures and suggestions for the implementation of information services development strategies of the National Agricultural Library are proposed. Information resources, technology, financial and human resources, management and system support are important guarantees for the implementation of information services development strategies of the National Agricultural Library. The National Agricultural Library should continue to strengthen their efforts to support and make timely adjustment of the strategies in the implementation process in the light of environmental changes.Hopefully, this paper's findings can play a positive role in the development of information services of the National Agricultural Library, provide certain guidance for formulating the development strategy and provide a number of references for the specific implication of the development strategies of information services of the National Agricultural Library.
