With education information rapid development,network technology in the education is growing breadth and depth, to provide a wealth of educational resources, Web-based network designed teaching as network teaching has become an important part of modern education's important research areas .Judging from the current education, computer teaching has become a necessary component of quality education, good information literacy is an important foundation for sustainable development, computer based mastery will have a direct impact on people's future development. However, a person of mastering computer's ability has emerged in the level of uneven conditions, particularly in the contemporary university students, especially. The traditional classroom teaching can not take into account all learners, to address the situation must promptly adjust teaching plan, the network environment increase self-learning content. As in the network environment, the freedom of the autonomy has growing importance of student support their teaching, assists scaffolding has been gaining the attention of the people. Assists scaffolding can help learners of different starting point for learning, especially in the network environment. Therefore, to make Web-based student assists scaffolding design theory and practice is a very important study.This paper tried to analyze the assists scaffolding of scaffolding education detailed theory, on the basis of fully understand the theoretical foundation, content, features and the application of teaching practice, to Web Teaching for the Environment, put the assists scaffolding into the courses teaching and implementation, in the network environment to provide the necessary teaching of the traditional student support, through the network as a medium to achieve the support of learners learning help to deliver those "scaffolding" to the progressive realization of learning in the network environment of independent studies, collaborative learning and inquiry learning, which will help learners active participation and personality development. At the same time combining the Inner Mongolia Autonomous Region "the Teaching Reform and Practical Study in University Fundamental-computer Curricula" project, Inner Mongolia Normal University's "Fundamental-computer Curricula" curriculum for the application examples, in view of Inner Mongolia Normal University's "Fundamental-computer Curricula" course of study assists scaffolding research and platform design. Finally, design the Evaluation latitude of assists scaffolding with network and use AHP method to prove that the evaluation of the assists scaffolding three dimensions weight distribution.
